How Kuwait Determines e-Visa Eligibility
Kuwait uses a nationality-based eligibility framework for its e-Visa. Your eligibility is assessed according to the passport you hold. Your nationality automatically places you under the applicable eligibility route.
One e-Visa, Two Eligibility Labels
Kuwait offers one Tourist e-Visa. Its specifications are the same for all eligible applicants. The e-Visa appears under one of two labels:
- Tourist eVisa
- Tourist eVisa for GCC Resident
Both labels refer to the same Tourist e-Visa. The difference lies in the eligibility route and the conditions attached to it.
Does the label change the visa itself?
No. The label reflects your eligibility route, not a different visa type.
Nationality-Based Eligibility Routing
Under Kuwait's policy, each nationality is assigned one applicable e-Visa route. This assignment is predetermined by the Kuwaiti authorities.

What “GCC Resident” Means in Kuwait’s e-Visa Policy
"GCC Resident" is a policy condition applied to specific nationalities. It carries a defined requirement.
For the Tourist e-Visa for GCC Residents route:
- The route applies only to specific nationalities identified by Kuwait.
- Applicants must hold a valid residence permit issued by a Gulf Cooperation Council member state - such as Saudi Arabia, the United Arab Emirates, Qatar, Oman, or Bahrain.
Nationality remains the primary eligibility factor. A valid GCC residence permit qualifies you only if your nationality is listed under this route.
If I hold a GCC permit, can I apply under the GCC Resident route?
Only if your nationality is listed under the Tourist e-Visa for GCC Residents category.
